There will be a segment on my screen where I can see through blocks and see any mob through them, if I turn around to face those blocks, it works fine.

I'm not sure what their answer to that will be, but I personally have experienced it since 1.13 or 1.14. In my case, however, it's much MUCH more minor, usually just on the corner of the screen, and always at the edge of chunks, so I assume it has something to do with culling.
It does seem a bit inconsistent though, for me at least.
