[MC-176969] Neither_portal with Negative {Dimension} Tag Crashes Game

How to recreate:

/setblock ~ ~ ~ minecraft:neither_portal{Dimension:-1}

*NOTE: This works in 20w14~, not 20w13b.

@unknown is right, it's a feature, not a bug.

Will 20w14~ be around only today?

@unknown just like all other April Fools versions (other than 2.0) it will be available in the launcher, and playable for as long as you want.
