Lever only has one sound event, unlike other switches

Buttons, pressure plates and tripwires all have two clicking sound events each, one for turning on and one for turning off. However, levers only have the one sound event, which is just pitch shifted accordingly, limiting customizability via resource packs and being generally inconsistent.
