Parity issue: "/scoreboard players random" ‌not in java.

In the bedrock version of the game it is possible to do:

/scoreboard players random <target> <objective> <min> <max> ‌

This will give a random score between the set min and max to all the entities targeted by the selector. The score is random for each entity. This feature is currently missing from java.

It would be great if java got this feature as well as it would make doing random things easier and with less code.

Please do not mark unreleased versions as affected.
You don't have access to them yet.

The new policy about parity issues is not in effect yet, and even with the new policy that is under discussion, this would not be a valid bug report.

Why would it not be a valid report? It looks like a parity issue to me one version has it the other does not (yet). I was not aware of rules or new rules about parity reports where can I read these?
