[MC-179627] Wandering traders don't sell bamboo.

Although wandering traders sell most plants, none of them sell bamboo. This issue has been in the game since the addition of wandering traders and can also be seen in the Bedrock Edition of Minecraft.

I would consider this a not a bug but a lack of feature completness. Wandering Traders sell every other sapling and seed so it is expected for them to sell bamboo as well.
