[MC-179837] Gamerules can be changed without turning on cheats when creating a new world

Went to test the new snapshot and found out you can change the game rules and you do not have cheats enabled.

For some gamerules it makes sense that you can do that like for example with immediate respawn and other gamerules where you are able to toggle this without cheats in bedrock edition.

@unknown, did you read that I mentioned that it can be done without cheats? I did not see anything like this in the changelog
