You can now change gamerules when creating a new world, but you can’t do that when being in a world using options menu, you have to use commands. On bedrock Edition you can do that in the settings.
How to reproduce:
Be in a world.
Press ESC
Click options
You can’t find a gamerules button.

Why do you hope that this is intentional? I hope that it is not intentional, but gets changed anyways.
I hope this is intentional, gamerules shouldn't be so easy to change, especially if cheats are off. it adds more of a challenge

Actually I meant this as a parity issue. Since you can change gamerules on bedrock when being in a world without commands by using settings menu, this is a parity issue. MC-179837 Also is a parity issue, since most gamerules require cheats to toggle, but not all.
It wouldn't be a valid parity issue though. We only accept parity issues introduced in Buzzy Bees or later.
But the menu to change gamerules was added to Java Edition in 1.16, which is after buzyy bees. Therefore this would count as a valid parity issue. MC-220538 is also recognized as a legitimate parity concern, mirroring a similar scenario: a feature inherited from Bedrock Edition (such as the green particles indicating villager connections to beds or workstations) exhibits a parity issue (introduced in 1.16.2). Likewise, the gamerules menu adopted from Bedrock Edition presents a parity discrepancy. It's likely that the reporter had this in mind when filing the report. It's advisable to consider reopening this bug report.
