Chat background renders in front of the Debug Menu but chat text renders behind it

The bug

If you chat with the debug menu open (press F3), you could see that the chat background renders in front of the text in the debug screen, but the text in the chat renders behind it.

To reproduce

1. Press F3.

2. Type something in the chat so that the chat overlaps with the debug screen text.
   → ❌ The text in the chat is no longer readable
