Bell seem made by gold, so bell should craftable.

If you really need a bell you can trade a weaponsmith for one.

Like mentioned by @unknown, this is a feature request NOT a bug. If you want a bell you have to trade with an toolsmith/armorer/weaponsmith villager in order to get a bell or find a village and take their bells.
