[MC-182074] Toolsmith Villagers sell unenchanted diamond hoes, despite them being enchantable like other diamond tools

The bug

Diamond hoes sold from toolsmith villagers are unenchanted in the 1.16 snapshots, despite a change made to hoes allowing them to be enchanted with tool-like enchantments in an enchanting table. This may be an inconsistent with other tools.

I should note that I wasn't sure if this was a bug, an inconsistency, or WAI, but I figured I'd make a bug report to get an official comment for it.
