Parity issue: Allow, Deny and Border blocks

These blocks have existed in the Education Edition for several years. However, they have been added to normal Bedrock Edition again in 1.16's development. As the issue tracker is now accepting parity discontinuity reports for versions v1.15.0 and later, the non-existence of these blocks on Java Edition constitutes a legitimate parity error, and as such these blocks should be added to Java Edition.

I assume this wouldn't fall foul of the "outright missing features" rule since MC-236573, MC-236574 and MC-236575 are all valid?

Predates buzy bees, and the feature needs to be present to be allowed; for the commands, it is just the command, the actual behavior already exists, just not the trigger.
