[MC-184160] Lighting underwater is still broken in 20w21a

Please Mojang fix this issue! The light underwater is not smooth. MC- 68129 and MC-149211 reported the same problem. This Glitch started from Minecraft 1.13! It is still effected in 1.15.2

Mojang please fix this one! My base is looking very bad with this Glitch.

I don't think so. Because in MC-68129, the glowstone's lighting ONLY effects the walls, not the floor.

Anyways, please fix this because my underwater base looks very bad with this giltch.

In my report, I mention the walls and the floors are effected. Not only the walls but the floors are effected too by this glitch
