Nether fortresses spawn with almost no or absolutely no corridors

Nether fortresses usually have closed hallways after the well room(each fortress has one well room) that generate with chests and nether wart. In this bug, said hallways are nearly nonexistent. (It does not always happen, but it does so too often to be comfortable) Edit: this bug also exists on older snapshots, but I am not sure what the oldest one is. I have not yet confirmed the bug for 20w21a because I have not looked into it.

That is indeed a small nether fortress, however, I can't find anything that is abnormal about it. Due to RNG, sometimes a fortress is smaller than others.

But a fortress shouldn't be so small that only a tiny stub of corridor generates. I've also found fortresses completely without the corridor and there isn't anything blocking the generation(like a bridge here)(but I deleted those worlds, but I can look for one if asked), so I see that it simply cuts off for no reason. There's gotta be something wrong about that. Bottom line(my point): There is simply too big of a difference between a "small" fortress and a "fortress without corridors" for it to not be a bug. I've seen big fortresses, I've seen medium, and I've seen small, but this? I have never encountered such issues before 1.16.
