[MC-186618] Unable to switch between fox & artic fox within a spawner

The Bug
You are unable to switch between the Fox and Artic Fox variants within a Spawner unlike other mobs where you can switch between there variants.

How do you do it with other mobs? What are you trying that isn't working?

For example if you put a rabbit in a spawner then click it with a spawn egg it switches between variations. It fails to do that with foxes though despite having a artic variation.

This is a duplicate of MC-87184 - arctic fox does not have its own id, but is rather a special type of fox. Using a spawn egg on a spawner only changes the id, which is considered intentional by the developers.
