What I expected to happen was...:
that the ominous banner would break
What actually happened was...:
I placed a ominous banner and when I tried to break it, it wouldn't. This was in a desert biome and when I broke the sand beneath it, it broke as it should.

I'm unable to reproduce this using a freshly generated pillager output. Make sure your game is not in adventure mode, or provide other reproduction steps or information about your world.
