On all servers and versions I have tried, I am having an issue where the majority of players skins do not show excluding my own and sometimes others. I do not believe this is a problem with my computer as I had just completely reinstalled windows just yesterday and have reinstalled Minecraft twice after deleting the .minecraft folder, and reinstalling the game(I have tested this without forge or optifine and get the same result). I don't know what is causing this however I been able to view skins through an altered Minecraft client that does not require Minecraft installed though it is not safe to use on servers.

This usually happens when you have a relatively slow connection or mojang's server are down/slowed down
I have a relatively slow connection and non cached skins usually takes a few seconds to download and load
I can assure you my internet speed is relatively fast. This problem has been happening for around month and as I stated, a non official Minecraft launcher I tried completely fixed the issue though it is not allowed on most servers
