[MC-188043] Reduced Guardian spawns in bubble columns

I've noticed in the recent snapshots there are less guardians spawning in my guardian farm. Both use bubble columns with soul sand. It seems an old bug has come back where guardians were not spawning in "bubble columns".

(I tried to search for this bug but I could not find one specifically on Pre-Release 2. Apologies if this is a duplicate.)

Are some still spawning, or are no guardians spawning at all?

Some are spawning. But the rates seem to be affected. On closer inspection I believe it’s more to do with the effectiveness of the bubble columns at moving them. I tested Gnembons portal mosh pit design and Cubfans Bubble column design personally.

Okay, on closer inspection I've realised what the problem is in one of the builds, Basically in Gnembon's design, the pistons which move the items are not getting powered by the redstone dust above them.
