Created a new world with just 1 layer of Bedrock instead of default 2x dirt AND 1 layer of grass_block to make a flat world for testing redstone contraptions in 1.16 pre-release 2

Reproduce:
create a new world with the following settings:
Flatworld
Go to customize and pick the default preset: bedrock (1 layer); 2 layers of Dirt and 1 layer of Grass;
Delete the dirt and grass layers, only Bedrock left!
Create and open the world.. you'll see that the grass AND dirt layers DID spawn in.

I can reproduce this, if the settings are minecraft:bedrock;minecraft:plains
, it generates grass even though it should not. Manually removing the plains part does successfully generate just one layer of bedrock.
Did some more testing, there is absolutely no difference in the exported world config, I attached both. In fact, when you recreate the world that has the biome setting (i.e. the one with grass spawning), you get it spawning with just bedrock.
you CAN get a bedrock flat world if you go to presets and remove the lines about dirt and grass... WEIRD! (this was from Classic Flat)
