Stairs do Not form 2 x 2 square correctly

I used to be able to make a 2 x 2 square and the stairs would create a nice square in the middle. Now they don't do that anymore. I use it for building most of the time. I attached a video showing what it isn't supposed to be doing.

Cannot reproduce, check the images I uploaded: all stairs need to face a different direction to make the small square.

Seriously. It is happening to ME.

How do i fix it then, if I am somehow the only one having a problem with this on a VANILLA survival world.

It is happening for ALL my worlds.

Place the stairs correctly, at the moment, you are not placing them correctly.

Finally got it to work.
