When I start the game in the DEV Launcher, All game and main menu text looks like foreign language. Even when i try changing the language the problem consists.

What happens when you use the default texture resource pack?

Yes just tried removing the other resource packs so it starts in normal and it worked.
I then tried using the other resource pack with the game still open and it worked so it seems to be a problem when the game launches

yes some assets only seem to load on game launch, which is also a bug.

Effect will come back on restart of Minecraft.
But customs fonts are not possible at the moment. read the comments in MC-17673
