I was playing last pre-release (6) when it started raining with these particles. It occurred right after I came through the Nether.
I'm not sure to what this texture belongs originally. It looks like a leatherworker or some smith villager clothing.

Does the issue persist if you disable all resource packs?
If it does, please force a crash by pressing F3 + C for 10 seconds while in-game and attach the crash report ([minecraft/crash-reports/crash-<DATE>-client.txt|https://minecrafthopper.net/help/guides/finding-minecraft-data-folder/]

I can't seem to be able to reproduce the bug.
I attach the crash report if it is of any help. My current resource packs were still active since I wasn't experiencing the glitch.
If I manage to reproduce it I will deactivate the resource packs to see if that was the issue, and if persists I will force another crash and report it again.
[media]I have not tried 1.17 snapshots nor the release, but I'm not being able to reproduce this bug ever since 1.16 official release.

Wrong textures being in the wrong places are very often caused by a non-vanilla client. Are you sure that you are using the vanilla Minecraft client?
