[MC-190461] Parity Issue: Ancient Debris spawning seems inconsistent with Bedrock Edition

In Bedrock Edition, Ancient Debris is more likely to be found between y-levels 8-17, but in Java Edition, it's seems to more likely generate between y-levels 12-17.

Here is a link to a quantitative analysis in Java edition that I did when Nether gold ore was first added: https://www.reddit.com/r/Minecraft/comments/fh6w4r/analysis_nether_gold_ore_is_about_35_as_common_as/ It includes all three Nether ores and shows a peak for ancient debris at y=15. I generated a 1024×1024 area of the Nether and then counted the ores using a utility.
