Steps to reproduce:
1. use /gamerule randomTickSpeed and set it to a high number.
2. place kelp and let it grow
3. randomly break it
And then you might get a floating kelp plant.
Edit: I have noticed it is easier to reproduce the higher the tickspeed is, I don't think it really has to do with the tickspeed, but with the growth of Kelp.

I first broke it with my hand, then an item, then an tool, and lastly a block, so I don't think it matters, they all floated.
And I think it just has to do with randomTickSpeed

When the tick speed goes up it causes the game to begin to freeze which makes it impossible for blocks to update like your Floating Kelp. It is impossible to reproduce this without increasing to where the tick speed freezes the game which is what MC-76117 talks about. This is why it is a duplicate of MC-76117
It probably is so hard to reproduce on lower ones, is because it then takes ages, and that it happens so randomly.
It might just be because it doesn't check if it still has another block underneath?
Idk, I'm sorry if it is a duplicate, I tried so hard to find something, and once I did, I hear it is because of something that according to you has to do with TickSpeed and not just because it then doesn't check because it was growing?
