It probably is so hard to reproduce on lower ones, is because it then takes ages, and that it happens so randomly.
I don't think it really had to do with randomTickSpeed either, I think it just is easier to reproduce on a higher Tick Speed.

Probably because they're smaller and get fully submerged in the lava.
