Hey there, I know this REALLY looks like MC-179501 but the main difference is the version that happened and that it was in a "normal" village.
This world was, indeed, created back when 1.14 released and I used to play with a friend, but currently it's only a singleplayer server. I was just generating some chunks and I found a village that had the grass block layer almost entirely missing.
The world's seed is 4627038505985368139, location is shown on screenshots. If it's not reproduced and you want to take a look at the world just to make sure, I can upload it in another place.

My dad has this same bug–or at least an extremely similar one–in his singleplayer world. It's a different seed. The world was created in 1.15.2, but the area was only generated after the update in 1.16.1 (which we know because there's a ruined portal on the way there).
The village in OP's screenshots looks very similar to the one in my dad's world, down to being a plains village with a Dark Oak biome adjacent on one side. In both villages, there's an air gap one block deep under all the houses with dirt underneath, and the path blocks throughout most of the village are offset one block above the surrounding terrain.
Also, grass plants have generated oddly. There is grass on the dirt blocks under buildings and floating above the dirt in the open areas beside them, as seen in the OP's fourth screenshot.
If needed, I can borrow my dad's computer and get the exact world seed, coordinates, screenshots, etc.
Version: 1.15.2 and 1.16.1 (completely vanilla, no snapshots)
OS: Windows 10 Home (64 bit)
Unable to reproduce, this village was likely generated when there was an issue with grass generation in villages.
