Most popular village breeders rely on 2 villagers standing on a fence post to work. This allows baby villagers to be shipped off when they drop through the post. Since the update, villagers throw food through the fence post, rather than to each other, quickly depleting their food supply and stopping the breeding process.

Yes, it's turned on. Further proof is that I have a carrot farm (powered by villagers) feeding them, and they are still working away just fine.
I know this is anecdotal, but I visited a few youtube videos of 1.15.2 villager breeders, and several commentors have said the same thing about how it's not working correctly in 1.16.

If you throw food to each villager, they will then breed once they get enough. The bug introduced in 1.16 makes it so if only one of them has the food, they can't throw it to each other if they're standing on a fence post.
The video provided no longer works. Considering the issue does not have explicit expected vs. observed results, could you update the report to include it? Also, it would help to have clearer steps to reproduce, even if the setup seems fairly simple.
My hunch is that this could be caused by MC-236230, are you able to take a look at that issue as well?
Have you made sure that the gamerule "mobGriefing" is turned on?
