[MC-192301] The rain in nether outside border on spectator mode

When I died in hardcore, and decided to switch to spectator mode. I started just flying straight in search of the fortress. And I came across the border of hell where it rains. Please fix this

Furthermore, please check what the gamerule "spectatorsGenerateChunks" is set to.

Rain always shows in unloaded chunks if the world's weather is set to rain or thunderstorm. Though, I guess, it can be hardcoded to not do so in worlds where it can never rain.

Setting the gamerule "spectatorGenerateChunks" to true will stop the lack of chunk loading and therefore the rain.
