For some reason, whenever I attempt to craft a torch with either coal + sticks or
charcoal + sticks it fails to work. I don't know if this is because I didn't unlock recipe or if it's just a normal bug.

If the gamerule "doLimitedCrafting" is enabled, the torch recipe won't unlock until you craft a stone pickaxe, does that explain your question?
