[MC-193176] Most mobs with CanPickUpLoot prefer swords over axes and will downgrade their weapon

Steps:

Summon vindicator with command

/summon vindicator ~ ~ ~ {CanPickUpLoot:1b,HandItems:[{id:iron_axe,Count:1},{}]}

Drop wooden sword
Vindicator will downgrade his good weapon to a worse weapon. Afterwards will only upgrade to better swords

I'm pretty sure swords are prefered to axes for all mobs, so this wouldn't really be a bug so much as a feature request for CanPickUpLoot mobs to prefer axes to swords.

No, because other mobs like piglin brutes will only pick up axes, so they do not downgrade their weapons for no reason.

Basically affects all mobs except piglin brutes, eg summoning a zombie with an axe will do the same thing.
