Happens on Vanilla multiplayer, Single-player, and paper server. At first, I thought it was a Configuration file issue so I wiped all configuration files everything did a force update to the world. I turned graphics down so it wasn't using "Fabulous graphics" Made sure to have removed datapacks, I use a few from Vanilla tweaks - I don't use mods. Trying to think of anything else that I may have done to cause this. but it doesn't do this on 1.15. and it didn't do this on 1.16. pre5 so whatever happened, occurred happened since then

Set gamerule to doWeatherCycle to False.
If the doWeatherCycle gamerule is set to false, it means that the weather will never change. Set it to true if you want to enable the weather cycle again.
Please provide a screenshot of your game with your F3 debug screen enabled.
