This ticket can be closed. I re-ran the force upgrade and reset values as listed and the issue was resolved.
Happens on Vanilla multiplayer, Single-player, and paper server. At first, I thought it was a Configuration file issue so I wiped all configuration files everything did a force update to the world. I turned graphics down so it wasn't using "Fabulous graphics" Made sure to have removed datapacks, I use a few from Vanilla tweaks - I don't use mods. Trying to think of anything else that I may have done to cause this. but it doesn't do this on 1.15. and it didn't do this on 1.16. pre5 so whatever happened, occurred happened since then

you put the Box to 0% and then when you turn it back on. the music does not resume playing you have to eject the disc and replay it. it does it with every disc
