Datapacks appearing in resource pack menu

When loading a texture-pack, by dragging and dropping a data pack onto the minecraft texture pack selector window it will prompt you to load the data pack and then you get a data pack in the texture pack menu which is completely bizarre and has no purpose...

To reproduce this:

1. download a datapack
2. open up a world
3. open up the resource pack selector
4. Drag & drop file onto minecraft window
5. Minecraft should prompt you about loading a datapack
6. it appears there :|

maybe this is intended but i don't see why this window would even show datapacks there

the second image shows the items inside the zip datapack I added... you can see clearely there is a data folder (datapack)

even datapacks display their pack.png as shown with one of my datapacks from PMC despite being in wrong folder

It's possible for a resource pack to also be a data pack (and vice-versa), and technically a resource (or data) pack can be empty (apart from pack.mcmeta), so this is probably intentional.

in that sense yes but the issue I have is that data-packs will never be able to load through that menu and also that resource packs & data-packs are two separate types of packs so it would be confusing to those who downloaded a data-pack and was wondering why it didn't work through the resource-pack folder on their world or vice versa... also how would you have resource pack be a data-pack (just curious a this point)

also some straight won't load when trying to select them in the resource-pack menu

Yeah, this was absolutely intentional design, the format was made identical for the very reason of being able to make a pack both data and resource pack.
The pack format used to be in sync even to further this support, but recently has been separated.

Seeing as this is no longer a goal and it never functioned with 1 install (it'd need to be installed in both places), perhaps to be a valid resource/data pack, the assets/data folder should be made mandatory (respectively).
