The underwater ambient sounds stop playing until the player either rejoins their world, or restarts the game entirely.
Steps to Reproduce:
Find or create a body of water
Submerge the player inside it
Wait for background audio to start
Reload game assets using F3 + T
Observed Behavior:
The underwater ambient sounds will stop playing entirely, and not come back on until the player rejoins the world, or relaunches the game.
Expected Result:
The audio would continue passively playing after the asset reload, or restart again.

Can confirm that this is an issue, however you do not need a resource pack to reproduce this. All you need to do is simply reload all resources by pressing
F3+T
and observe that the ambient sounds no longer continue. Also affects 20w49a.
