[MC-195038] Fortune and Silk Touch work even when using the wrong tool type for the block

fortune effects blocks that are mined without their preferred tool

some examples are breaking gravel with a fortune pickaxe will always drop gravel

or breaking grass with a fortune pickaxe gives extra seeds

Galaxy_2Alex it doesnt make sense that fortune effects blocks like gravel mined by a pickaxe, fortune should only effects block mined by thier preferred tools

I'd say this is working as intended but I would be happy to be corrected

Dedicated Tool is only about the "breaking" speed of blocks by using the "destroy" button (left click)
Fortune is about "increasing" the drops of some blocks that doesn't drop themselves
Silk touch is about "changing" the drops of some blocks that doesn't drop themselves
