[MC-195404] Endermen teleporting into void

I notice that while running an enderman xp farm, occasionally, endermen teleport into the void. I believe that it was stated this was previously fixed, although i have experienced this at y=1

However, we are already tracking this issue, and this report is a Duplicate of MC-185684, which has been marked as Fixed for an upcoming version.
