I built an enderman farm at world-height in the Warped Forest biome in the Nether. It is this design by EagleEye621, for reference. https://www.youtube.com/watch?v=bSVyjuxouxo
There are no spawnable blocks within range, so unless Enderman behavior has been changed, I don't believe they should be able to teleport out when damaged with a sword.
In the attached video, it can be seen that some of the endermen teleport out to the glass. Some, however, disappear completely.
I am unsure if the problem is that they can teleport far beyond their normal boundaries, thus being able to teleport all the way down to the bedrock or lower still to the biomes beneath the bedrock, but this behavior does break many farm designs and I would consider it a bug.

Followed Justin's advice and the Endermen were teleporting down to the bedrock below. I would still consider this a bug, though it is good to know that they are not vanishing into thin air.

I also noticed this. playing on 1.16 Pre-release 5. Endermen sometimes teleport away when hit but do not always teleport back (see MC-185641), making it seem as if they vanished.
I added a couple videos that demonstrate that endermen do in fact tp away in 1.16 rc1 but NOT in 1.15.2

This bug report is specifically about cases where you've denied them anywhere to teleport to within their 32 block max range. It should not affect cases where they DO have somewhere to teleport to. And yes, "swing at their bottom third and they won't dodge" is intended behavior (although you're talking about the middle third in that other bug report).
Huge respect for eagleye build... try nametagging and enderman with the name of "a"
Then run this command:
/tp @p @e[limit=1,sort=nearest,name=a]
That will show you where enderman went
