[MC-19541] No love for horses

Wheat doesn't activate love mode for horses and donkeys when mounted. It still works for cows though. I tried in several saved games. Golden apples still work.
Is this a change or a bug?

We have no way of changing the site itself. JIRA is somewhat limiting, but it is the best we can do for now.
