Placed a chest next to a fence. When I'm in the corner (created by the fence and the chest) and I jump (running or not doesn't matter) onto the chest I can walk over the fence in the same movement.
If I stand still on the chest and then try to walk over the fence it won't let me, which makes sense.
It's possible that other non-fullblocks will have the same behaviour but I haven't tested this.

You don't walk over the fence, you slide against it and can then jump on the chest sideways - I don't see any wrong behaviour here.
I am sorry if this is intended behaviour. I think I haven't been clear enough in my explanation.
Normally you can't jump over a fence (from the ground) because it is too high. And when standing on a chest you won't be able to walk over the fence because the chest is not a full block. I realise this.
What I'm saying is that if you stand on the ground and press yourself in the corner of a fence and a chest, you will then be able to get over the fence with a single jump. I added a video. In the video I only jump once and walk forwards. Logically I should not be able to get over the fence this way, since I'm supposed to land on the chest and then walk against the fence instead of being able to walk over it.

You are stopped by the fence and must jump a second time to get over it.
Actual behavior:
If you are aligned with the corner of the chest, 1 jump and walk puts you on the other side of the fence..
Also reproducible with other configurations of objects 1.5 blocks in height. Block with half slab on top.
Can confirm, I can't walk over a fence/block+halfslab from standing on a chest but when jumping diagonally into a chest and fence corner combo I can jump onto fence. It's as if jumping towards a chest gives me a jumpboost
The chest in this case is not a full block, which explains why you are not able to walk over the fence directly from the chest. However, the chest is also a mostly full block, so jumping will allow the player (or other mobs) to gain enough height to get on top of and over the fence.
