The problem has temporarily resolved itself, but I believe it still happens intermittently, also it is currently happening on a different computer running windows.

Are you wearing anything with the mending enchantment or holding anything with the mending enchantment

Yes

but those items were at full health

Well that explains it. Look up Mending on the wiki.

This report is invalid. The experience is going towards your mending gear, fixing it and not to your total levels. Take off your mending gear and the experience shall go to your total level or have fully repaired gear.
