[MC-197078] pigstep missing from records file

I noticed when trying to make a resource pack that Pigstep wasn't working, I looked into and it turns out its not in the record files at all. The sounds.json shows the right spot meaning it should be there. Its the same with the new nether sounds being missing.

I followed the instructions and deleted the 1.16.json files, it didn't work but it's not too big of a deal, and I was looking at newly extracted 1.16 files.
