Right-clicking a horse, mule, donkey, llama or trader llama with {Tame:0b} plays the hand animation but does not cast the fishing rod or allow the player to ride it.

We're actually already tracking this issue in MC-172557, so this ticket is being resolved and linked as a duplicate.
However, that ticket has been resolved as working as intended, which means that this is not considered a bug and won't be fixed.
