I would have to say that's an oops. Gravel should probably be the target for change since so many others reference Cobblestone as Pebbles.

This "bug" affects versions >= 1.2 prerelease.

Translations issues can be fixed by yourself at http://crowdin.net/project/minecraft/en-PT , it's not an issue for the bug tracker.
The special "pebbles-"issue is more or less fixed at crowdin.net and will be integrated in the game when Mojang pulls the translations from there.

People who are doing the Crowdin project with Mojang are trying to improve the game's option of languages
