In 1.16.1, incompatible resource packs would show their name and description unless hovered over. This is no longer the case. In 1.16.2-rc1, incompatible resource packs always show the warning about the fact that they're incompatible.
In both screenshots, the exact same resource packs are in the resourcepacks folder.
