Please note: This is somewhat a continuation of MC-197793, but technically falls under a separate issue. Any reference to the creation or use of "Ghost Items" in this report is based off this bug.
Main Issue:
Inconsistency with how Minecraft Treats theses Ghost Items between modes
In Creative Mode, you can click/drag these items in the inventory, which converts them from "Ghost Items" into "Real Items".
These items can be dropped, placed, used
Once interacted with in creative (e.g. moving the item to the hotbar), the item will then be affected by /clear and Shift-Clicking the "Destroy Item" slot in Creative Mode.
In Survival Mode, you can move these items in the inventory, but any attempts to interact with/place these items has no effect. (e.g. "Ghost" Eye's of Ender do nothing, placing "Ghost" blocks almost immediately disappears without causing a block update).
Expected Behavior: Any attempt (Creative, Survival, or otherwise) should result in the same behavior when attempting to interact with these "Ghost Items".

Clear the inventory using /clear
Try the following
In Creative Mode...
Move the "Ghost item" in the inventory by Click-And-Drag, Shift-Clicking, Double Clicking, or using the Inventory Number keys while hovering over the "Ghost Items"
Place/Use/Drop these items. These items essentially exist.
In Creative Mode...
Move a non-full stack of the "Ghost Items" to the hotbar (you can create incomplete "Ghost Item" stacks by saving an incomplete stack of items in the hotbar, then switching between "Loading" the hotbar and "Pick Block" while selecting that incomplete stack).
Place the item, then drop the rest (far enough away such that it doesn't get picked up by the player again).
Use the "Pick Block" on the item. The "Ghost item" will appear in the hotbar, and actively exist.
In Survival Mode...
Move the "Ghost item" in the inventory by Click-And-Drag, Shift-Clicking, Double Clicking, or using the Inventory Number keys while hovering over the "Ghost Items"
Note: Click-and-Drag on these items in survival mode will cause them to disappear, but other methods do not.
Note: You can Click-and-Drag "real items" over "Ghost items" and the number of items in the stack will change. However, any update will show this number is false, and the game will correct itself.
Place/Use/Drop these items. These items don't exist.
In Survival Mode...

Additional Notes:
If you create these "Ghost Items", then (while in Survival Mode) move these items from the Survival Player Inventory to the hotbar, then switch back to Creative Mode, the game will treat these items as "Ghost Items" until they are moved in the Creative Inventory.

CONFIRMED – behavior still exists in Minecraft Version 1.19.2
Minor new developments.
On creation of "Ghost items" replicated in Step 1.1, If you attempt to move it to the hotbar using a number key (e.g. move a "Ghost Item" to the number 1 hotbar by hovering over the item and pressing [1]), it will be deleted like normal. But if you do it a second time, the item won't delete like normal. This is replicable for each hotbar slot.
It should also be noted that, when creating the "Ghost Items", and attempting to /clear or delete all using [Shift]+[Clicking] "Destroy Item" in the creative inventory clears all loaded preset hotbar items and the very right-most item in the Inventory (as these are not "Ghost items").
Example: Hotbar is full from loading hotbar (Player container.[0-8]) with mysterious items appearing in container.9 container.10 and container.11 (achieved by replicating the Ghost Block steps 3 times) – Hotbar (container.0 to container.8) as well as container.11 will always contain real items, whereas container.9 and container.10 will contain "Ghost Items")
CONFIRMED for 1.19.3 and snapshot 23w03a.
I still believe this issue would be resolved if MC-197793 was addressed instead. I'm not sure why this was marked as resolved, as this can still be replicated and is the main catalyst for this issue (i.e. if MC-197793 was addressed, then this would – by default – be addressed as well.).
As with MC-197793, I do not believe this issue will occur in Minecraft snapshot 24w44a as all pick item functionality occurs on the server only now.
As partly mentioned already, please could you check if this is still an issue for you in the latest snapshot or release of the game? Thanks!
