Creative mode player constantly gets extinguished while standing in constant fire in rain, making constant sound

Made the ticket for completion's sake, most likely way

Can confirm for 1.16.4 and Snapshot 40w45a. Works when the fire is put on grass too, and works in survival mode.

I cannot reproduce in 21w06a, this fix was probably caused by the fix of MC-186879 and MC-207397
