The Bug:
Some grass blocks that generate with snow above them in villages don't have their "snowy" block state set to "true".
Here is an example:

Coordinates: /execute in minecraft:overworld run tp @s 17639.06 85.94 12735.12 708.58 23.00
Steps to Reproduce:
Generate a world with the seed provided above and teleport to the given coordinates.
Look closely at the "snowy" block states of nearby grass blocks.
Take note as to whether or not some grass blocks that generate with snow above them in villages don't have their "snowy" block state set to "true".
Observed Behavior:
Some grass blocks that generate with snow above them in villages don't have their "snowy" block state set to "true".
Expected Behavior:
Some grass blocks that generate with snow above them in villages would always have their "snowy" block state set to "true".
