[MC-198103] Block hitboxes don't render when viewed through water on fast and fancy graphics

When in water on fast or fancy graphics, a block's hitbox is not visible outside of the water, and vise versa.

Actually a recurrence of MC-36228, which was fixed and of MC-165155 which was triaged as important and fixed. This was not an issue in 1.16.1, seems like it was caused by the fix of MC-187598, but sadly this is won’t fix.
