Hostile mobs will not spawn naturally (mostly) in the Nether. Endermen will spawn, and so will blazes but not unless you're near a blaze spawner. There are no piglins, hoglins, or striders to be seen anywhere.
I've had this problem with several Minecraft Java versions in the past, but I was able to resolve this issue by restarting the server, increasing view distance and/or spawn rate, or as a last resort, starting a new server. I've gone through countless tutorials and suggestions online but nothing has worked for 1.16.2.

It is set to true and has been since the beginning of my server. I've tried setting it to false and back to true, but it does nothing.
Are you in a warped forest? Only Endermen can spawn in those (unless there's a fortress/bastion remnant)
My initial Nether spawn is in a warped forest biome, though going through the other nether biomes that are around me, I have yet to find anything other than endermen.
I used to have an area with 4-6 Piglins that I would trade with, and a different area in a basalt delta biome where I would grind magma cream. Nothing has spawned since I last left the nether.
My game is only modified due to Optifine (This wouldn't even be an issue anyways because my launcher has nothing to do with my server). And no my version is not outdated, my server is literally running version 1.16.1.
What is the gamerule "doMobSpawning" set to?
