The bug
I expected the shulker to die of void damage. Instead it can stand on the void.
How to reproduce
Put a shulker in a boat
Row the boat into the path of a minecart rail
Run minecart through the boat and into the void
→ ❌ Shulker teleports to the top of void without a block under it

I was able to recreate this, a simple way to recreate is by flying away from any land in the end and summoning a shulker. It will stand in the void as if there were a block below it.
