[MC-83462] Shulkers can float

Shulkers can and will float if the block they are attached to is removed and they have nowhere to teleport to.

To Replicate

make a pillar in the air
place a shulker on the top block
remove all blocks from the pillar except the top block
remove the top block and watch it just sit there, mocking gravity

"Works as intended" may be an exaggeration, but they're not supposed to be able to teleport great distances, and if they can't find a spot they simply give up and stay where they are.
